Service interruption via NUL-triggered networking panic

Denial of service in Go net before 1.25.10 and 1.26.0 through 1.26.2 allows remote attackers to crash Windows applications. Dial and LookupPort mishandle NUL-containing address or service strings by panicking instead of returning an input error. Exposure requires a Windows application to pass attacker-controlled input to an affected networking function; the resulting panic can terminate that application and interrupt its service.
