Server-side request forgery via unvalidated streamIp

Stored SSRF in wvp-GB28181-pro 2.7.4-20260107 allows remote authenticated users to make arbitrary HTTP requests via streamIp. getDownloadFilePath inserts the stored value into a cloud-record URL, and HttpUtils.downLoadFile gives that URL to OkHttp without destination validation. Administrative access is required to save streamIp; a later record download sends the request with the server's network reach.
