Stored script execution via decoded askcontent output

Stored cross-site scripting in PHPEMS 11.0 allows remote authenticated users to run script in an administrator's browser via askcontent. The ask_answers template applies stripslashes and html_entity_decode to stored askcontent and echoes the decoded value without neutralizing script markup. A registered user must submit the payload and an administrator must open the stored question; the script then acts in that browser session.
