Authenticated family-record modification via unchecked API identifier

Incorrect authorization in ChurchCRM before 7.1.0 allows remote authenticated users to alter arbitrary family records through its API. Five routes in src/api/routes/people/people-family.php accept a caller-controlled familyId and apply only FamilyMiddleware, omitting the available role or EditRecords authorization check. Any authenticated API key is sufficient to activate, deactivate, verify, or geocode another family and send it verification email.
