Authenticated arbitrary note creation via missing post authorization

Missing authorization in WordPress 6.9 through 6.9.1 allows remote authenticated users to create notes on any post via the REST API. The comments controller's create_item_permissions_check() method accepts note creation without checking edit_post permission for the target post. Subscriber-level access is sufficient to add annotations to posts owned by other users, including private posts and posts in any status.
