Local kernel-pool over-read via unchecked IOCTL length

Out-of-bounds read in Unistal Systems Protegent 360 2.0.0.4 allows local users to over-read kernel pool memory via a driver IOCTL. The pgsecdl.sys dispatch function sub_186f4 checks only that InputBufferLength is nonzero, then sub_18618 trusts an attacker-supplied count and copies 2,048 bytes past a 12-byte allocation into a rule entry. Any local user able to open the FILE_ANY_ACCESS device can trigger the read; the copied data remains in kernel space, while a read crossing an unmapped page crashes Windows.
