Local process crash via multibyte month parsing

Denial of service in relibc commit ab6a2e allows local users to crash a calling process via a crafted multibyte month string. The parse_month function panics when strptime supplies a multibyte month string instead of returning a parse failure. Exploitation requires local code to call strptime with the crafted value, and the demonstrated consequence is termination of that process.
