Cross-account IP lock changes via missing authorization

Broken access control in GazellePW allows remote authenticated users to add, modify, or delete arbitrary accounts' IP lock entries. The tools.php?action=iplock route dispatches IP lock management actions without enforcing authorization for the account named by the request. A valid account and network access are required; successful requests change another account's IP-based access restrictions and can weaken or disrupt that account's login controls.
