Authenticated account disruption via unchecked API actions

Broken access control in the GazellePW API user endpoint allows remote authenticated users to enable or disable arbitrary accounts. The User.php handler accepts req=disable or req=enable and changes the targeted account state without requiring elevated API-token privileges. Any ordinary user-created API token is sufficient, allowing account availability and access state to be altered without broader administrative control.
