Stored XSS via unencoded thread entry titles

Stored XSS in the thread entry title field in osTicket 1.18.3 allows remote attackers to execute JavaScript in a ticket viewer's browser. The client and staff thread templates echo the stored $entry->title value without Format::htmlchars(), leaving attacker-controlled titles unencoded in HTML. An unauthenticated attacker can supply a malicious subject through inbound email, but a staff member or user must view the affected thread before the script can read ticket data or act with that viewer's permissions.
