Arbitrary SYSTEM registry operations via unauthenticated REG commands

Improper access control in MSI Center's NBFoundation Service 2.0.2506.1201 and earlier allows local users to read or alter protected registry data. The REG command group accepts attacker-controlled roots and key paths over MSI_SERVICE_2, then reads, creates, writes, or deletes registry data as SYSTEM without caller authentication. Any low-privileged Windows account that can connect to the local named pipe can reproduce the predictable 3DES-ECB handshake, enabling persistence, service hijacking, information access, or an unbootable system.
