Browser script execution via unsanitized notice HTML

Stored XSS in RuoYi 4.8.2 allows remote authenticated users to execute JavaScript in other users' browsers through crafted notices. SysNoticeController stores noticeContent without HTML sanitization because notice routes bypass the XSS filter, and the notice view renders it as raw HTML with th:utext. The attacker needs system:notice:add permission, and execution occurs when another user views the notice, enabling same-origin actions in that user's session.
