Stored XSS via unsanitized Notice editor HTML

Stored XSS in SmartAdmin 3.0 through 3.29 allows remote authenticated users to execute script through crafted Notice content. The notice-form-drawer.vue form takes rich-text HTML from getHtml(), assigns it to contentHtml, and submits it without a neutralization step in that path. Low-privileged access is required to save a notice, and another user's interaction with the stored notice triggers integrity impact in that user's browser.
