Internal resource disclosure via unchecked fetch URI

SSRF in Halo 2.22.14 allows remote authenticated users to read internal HTTP resources through the theme installation endpoint. The /apis/uc.api.storage.halo.run/v1alpha1/themes/-/install-from-uri handler passes the user-controlled UpgradeFromUriRequest URI to DefaultReactiveUrlDataBufferFetcher.fetch(), which calls WebClient.get().uri(uri) without scheme or host validation. Ordinary user privileges are sufficient; exploitation is limited to GET requests, and the internal HTTP response is returned to the requester.
