JVM shutdown via unchecked Raft entry count

Resource exhaustion in OpenDaylight Controller 12.0.5 allows remote attackers to shut down the JVM through a crafted Raft message. The AE, SS, and ServerConfigurationPayload readExternal methods pass an attacker-controlled count to ImmutableList.builderWithExpectedSize without a bounds check, triggering a roughly 16 GB allocation attempt. The attacker must reach port 2550 and join the Pekko cluster; the resulting OutOfMemoryError shuts down the controller JVM.
