Denial of service via unchecked Value Length

Denial of service in Grassroots DICOM 3.2.2 allows remote attackers to exhaust memory by submitting a malformed DICOM file. The element readers trust a declared 32-bit Value Length and resize a ByteValue buffer before checking that the stream contains that many bytes. Reachability requires an application to pass attacker-controlled DICOM content to GDCM; one parse can consume gigabytes of heap and interrupt the hosting process.
