Authenticated daemon crash via unbounded thread counts

Resource-exhaustion DoS in Open vSwitch 3.6.90 allows remote authenticated users to crash ovs-vswitchd through OVSDB configuration writes. udpif_set_threads() accepts unbounded n-handler-threads or n-revalidator-threads values and attempts to create the requested threads. OVSDB write access is required; exhausting file descriptors or thread resources aborts the daemon and interrupts switching.
