Unauthorized user and role restoration via unchecked endpoints

Missing authorization in Devolutions Server 2025.3.11.0 and earlier allows remote authenticated users to restore deleted users and roles. The user and role restore API endpoints accept crafted restore requests from low-privileged accounts without enforcing the permissions required for those operations. A valid low-privileged account and network access to the web API are required; exploitation can reinstate deleted identities and authorization roles.
