Staff session compromise via tooltip template injection

Stored XSS in osTicket 1.10 through 1.17.7 and 1.18.0 through 1.18.3 allows remote attackers to run JavaScript in staff sessions. The safe_html sanitizer permits attacker-controlled data-* attributes, and Bootstrap Tooltip 3.3.4 inserts data-template as HTML into the DOM. A ticket submitter must store crafted content and an Agent or Admin must view it; the script then acts with that staff member's privileges.
