Authenticated service interruption via unchecked license deactivation

Incorrect access control in CAXPerts UniversalPlantViewer WebServices Server 2.7.6 allows remote authenticated users to interrupt service. The /api/License/deactivateOffline endpoint releases the server license without checking for an administrator role or license-deactivation rights. Any basic account can invoke the privileged operation repeatedly, taking the application offline for all projects without exposing or modifying data.
