SuperAdmin takeover via unchecked password target ID

Missing authorization in phpMyFAQ before 4.1.3 allows remote authenticated users to take over a SuperAdmin account through the Admin API. UserController::overwritePassword accepts a userId from the PUT request and changes that account's password after checking only USER_EDIT permission and a CSRF token. A low-privilege administrator with USER_EDIT permission and a valid session token can target userId 1, then authenticate as SuperAdmin with the replacement password.
