Unauthorized Matrix replies via ungated verification notices

Incorrect authorization in OpenClaw before 2026.3.25 allows remote attackers to send notices to unpaired Matrix peers via verification events. The Matrix verification event router sends request and SAS notices without checking DM enablement, DM policy, configured allowlists, or pairing state. A peer outside a non-open direct-message policy can trigger the path, causing the gateway to reply despite the operator's access restrictions.
