Unauthorized content handling via premature cite expansion

Incorrect authorization in OpenClaw before 2026.3.22 allows remote attackers to process cited Tlon content before channel or DM approval. The Tlon monitor called resolveAllCites on channel and direct-message content before completing sender authorization, so unapproved messages triggered cite retrieval and handling. Sending crafted Tlon messages with citations requires no OpenClaw privileges and can expose or manipulate cited content before the final access decision.
