Account takeover via inverted administrative role check

Improper authorization in PolarLearn 0-PRERELEASE-14 and earlier allows remote authenticated users to reset passwords or delete accounts. The account-management server actions setCustomPassword and deleteUser invert the administrative role comparison, rejecting administrators while accepting any authenticated non-admin. A normal account and a target user ID are sufficient to take over another account with a chosen password or permanently delete it.
