Authenticated file access via prefix-colliding rule paths

Path traversal in File Browser before 2.63.1 allows remote authenticated users to read files through prefix-colliding rule paths. The Matches() function in rules/rules.go applies strings.HasPrefix() without requiring a directory separator, so an allow rule for /shared also matches /shared_private. Exploitation requires an authenticated account and an administrator-created allow rule whose path prefix collides with a sibling directory, exposing files outside the intended rule scope.
