Unauthenticated file access via stale share authorization

Incorrect authorization in File Browser before 2.63.1 allows remote attackers to download files through previously created public share links. The withHashFile public-share handler loads the share and its owner but fails to verify the owner's current Share and Download permissions. Exposure requires an existing link whose owner's permissions were later revoked, and it permits continued reading of the linked content.
