Unauthenticated account creation via unchecked invite route

Missing authentication in Chartbrew 4.9.0 allows remote attackers to create active accounts through POST /user/invited. UserRoute.js registers the supplied email and password with active set to true, then returns a JWT without checking an invite token, authentication header, or session. No credentials or user interaction are required, and the route bypasses signupRestricted even on instances with existing users, granting access to authenticated API functions.
