Configuration overwrite via unrestricted Teleporter import

Incorrect authorization in Pi-hole FTL 6.0 through 6.5 allows local users with CLI API credentials to overwrite configuration. The /api/teleporter handler processes uploaded ZIP or TAR.GZ archives without rejecting CLI-scoped sessions, unlike /api/config. The API password and CLI-password feature must be enabled, and the CLI password must be obtained; imports can disable blocking, redirect upstream DNS, alter DHCP settings, and restart FTL.
