Unauthenticated file disclosure via unsanitized prompt filenames

Path traversal in oobabooga text-generation-webui before 4.3 allows remote attackers to read server-side .txt files through the prompt API. The load_prompt() function in modules/prompts.py appends .txt to the unvalidated fname value and opens the resulting path without reducing it to a basename, so ../ sequences escape user_data/logs/notebook. Unauthenticated API access is sufficient, and disclosure is limited to .txt files readable by the server process; their contents are returned verbatim.
