Memory exhaustion via unchecked CBOR preallocation

Denial of service in IPLD go-ipld-prime before 0.22.0 allows local users to exhaust memory through crafted DAG-CBOR input. The DAG-CBOR decoder trusts map and list sizes in CBOR headers as preallocation hints without capping them or charging their cost to its allocation budget. A caller must decode attacker-controlled DAG-CBOR; nested schema-free or Any-typed data can turn a payload under 100 bytes into more than 9 GB of allocations and interrupt the process.
