Authenticated code execution via Flask session poisoning

Incorrect authorization in pyLoad 0.5.0b3 and earlier allows remote authenticated users to execute code via session poisoning. The set_config_value API omits storage_folder from its admin-only options and permits downloads into Flask's filesystem session directory, where cachelib unpickles a predictable attacker-planted file. A non-admin account with SETTINGS and ADD permissions can plant the payload; a later request with the matching session cookie runs it as the service user.
