Authenticated code execution via unrestricted antivirus path

OS command injection in pyLoad 0.5.0b3.dev96 and earlier allows remote authenticated users with SETTINGS permission to execute code. The set_config_value API applies ADMIN_ONLY_OPTIONS only to core settings, then lets plugin settings control the avfile value passed by AntiVirus.scan_file to subprocess.Popen. A non-admin account with SETTINGS permission can select an executable and arguments that run as the pyLoad process when antivirus scanning begins.
