Remote memory exhaustion via unbounded DISCOVER cookies

Resource exhaustion in libp2p-rendezvous before 0.17.1 allows remote attackers to exhaust server memory via DISCOVER requests. The server's DISCOVER handler generates a new pagination cookie and inserts its registration set into Registrations::cookies without a cap or eviction policy. Any unauthenticated peer that can connect to a rendezvous node exposed to untrusted peers can grow this map until memory exhaustion interrupts peer discovery.
