Arbitrary file truncation via raced creation

TOCTOU in uutils coreutils touch 0.8.0 and earlier allows local users to truncate files through a raced file-creation path. After a missing-path check, File::create opens the path with O_CREAT and O_TRUNC, so a competing file or symlink is followed and its target is truncated. Exploitation requires concurrent write access to the pathname and winning a high-complexity race, with greater impact when touch runs with elevated privileges.
