Local data exposure via non-atomic directory modes

TOCTOU race in uutils coreutils before 0.6.0 allows local users to read data through briefly permissive mkdir -m directories. The mkdir utility first creates the directory with umask-derived permissions, often 0755, and only afterward applies the requested mode with chmod. Exploitation requires another local user to win the short interval before chmod; the bounded consequence is access to data placed in a directory intended to be private.
