File overwrite via dot-segment chart name

Path traversal in Helm 3.20.1 and earlier and 4.0.0 through 4.1.3 allows local users to overwrite output-directory files. The chart expansion path accepts a Chart.yaml name of "." or ".."; SecureJoin then resolves the per-chart directory to the extraction root and copies archive entries there. Exploitation requires a user or process to run helm pull --untar on a crafted chart, and writes remain inside the chosen output directory.
