Authenticated resource-limit bypass via no-op database lock

A resource-limit bypass in Pterodactyl Panel before 1.12.3 allows remote authenticated users to create excess server databases. DatabaseController.php calls lockForUpdate() only on a query builder, without a terminal count() or get() operation, so no lock reaches the database. Concurrent Client API requests from a low-privileged user can all pass the allocation check, create databases beyond the assigned quota, and disrupt the web interface.
