Authenticated administrator escalation via unchecked REST roles

Missing authorization in OpenPLC Runtime v3 allows remote authenticated users to create administrator accounts through its REST API. The user-management endpoint accepts a valid JWT as sufficient authorization and applies caller-supplied user IDs and role values without checking the caller’s role. A role=user account can create role=admin accounts or delete any account, including administrators, granting full administrative control.
