Pre-auth JVM memory exhaustion via AEAD chunk size

Uncontrolled resource consumption in Bouncy Castle Java bcpg allows remote attackers to exhaust JVM memory via crafted PGP AEAD data. AEADEncDataPacket accepts an encoded chunk-size byte outside RFC 9580's 0–16 range, while the AEAD helpers derive a chunk length by shifting with that unvalidated value. No credentials or user interaction are required when an application processes attacker-supplied OpenPGP data; exhaustion interrupts the hosting JVM without reported confidentiality or integrity impact.
