Service crash via undersized JWE key unwrap

Uncaught panic in Go JOSE 3 before 3.0.5 and Go JOSE 4 before 4.1.4 allows remote attackers to crash applications with malformed JWE. cipher.KeyUnwrap in key_wrap.go subtracts the wrapping overhead from an empty or shorter-than-16-byte encrypted key and attempts a zero- or negative-length slice allocation. Reachability requires an application to decrypt attacker-controlled JWE objects while accepting a non-GCM key-wrapping algorithm; the resulting panic interrupts that application unless recovered.
