Restricted file disclosure via missing backend access checks

Authorization bypass in ACElab LORIS 16.1.0 through 27.0.2 and 28.0.0 allows remote authenticated users to read restricted media files. The media module's backend retrieves a file named by the requester without repeating the access checks that the frontend uses to filter visible files. A valid low-privilege account and knowledge of a hidden filename are required; exposure is limited to files the account cannot normally view.
