Editor-to-admin takeover via entity-encoded SVG links

Stored XSS in Thorsten Rinne phpMyFAQ before 4.1.1 allows remote authenticated users to execute JavaScript through an uploaded SVG. SvgSanitizer.php tests href values for a literal javascript: prefix without decoding HTML entities, so encoded URLs pass isSafe() and render inline. An account with edit_faq permission must upload the file and an administrator must open and click its link, after which same-origin script can create an administrator account or read and alter application data.
