Authorization bypass in MantisBT 2.28.1 and earlier allows remote authenticated users to read private issue metadata via a revision page. The access_can_view_bugnote_revisions() function authorizes a note author or revision-level user without first verifying access to the note’s parent issue. Exploitation requires an account that authored the bugnote or meets the revision-view threshold; disclosure is limited to the private issue ID and summary, not the revision body.
