Subscriber-level stored XSS via unescaped form titles

Stored XSS in Rocketgenius Gravity Forms 2.9.28.1 and earlier allows remote authenticated users to execute JavaScript. The create_from_template AJAX endpoint lacks an authorization check, sanitize_text_field preserves single quotes in form titles, and the Form Switcher places those titles into an unescaped title attribute while saferHtml leaves quotes unchanged. Subscriber-level access is sufficient to store a payload, but execution requires an administrator to search in the Form Switcher in the Form Editor.
