Authenticated internal-service access via unvalidated redirects

SSRF in OpenStack Glance before 29.1.1, 30.0.0 through 30.1.0, and 31.0.0 lets remote authenticated users reach internal services. The web-download and glance-download paths follow redirects without revalidating destinations; web-download also accepts encoded IP addresses, while ovf_process calls urlopen without URI validation. Image-import permission is required, and ovf_process exposure additionally requires the optional plugin; the result is limited to causing Glance to issue requests to otherwise disallowed internal endpoints.
