Unauthenticated notification abuse via unprotected API routes

Missing authorization in OneUptime before 10.0.42 allows remote attackers to abuse notification services through exposed API routes. PhoneNumber, SMTPConfig, and WhatsApp handlers perform privileged operations without user-authentication middleware, and the proxy exposes them at /notification/. A public status page supplies the projectId needed for Twilio purchases and number deletion; SMTP credential reads instead require a guessed configuration UUID.
