Authenticated attachment disclosure via missing parent-issue checks

Authorization bypass in MantisBT 2.28.1 and earlier allows remote authenticated users to list and download self-uploaded attachments. The file_can_view_or_download function and IssueFileGetCommand::validate method fail to verify view access to each attachment's parent issue. Exploitation requires an account that previously uploaded the files to an issue created by another user; no other users' attachments are exposed.
