Email verification bypass via exposed activation key

Improper authentication in Open edX Platform from Maple to before Ulmo allows remote attackers to bypass email verification. UserReadOnlySerializer.to_representation returns an inactive user's activation_key through /api/user/v1/accounts/, while the OAuth2 password grant issues that user a token. Unauthenticated access is sufficient to register an inactive account, read its key, and activate it without controlling the supplied email address.
