Process crash via null PCC member call

Null-pointer dereference in iccDEV before 2.3.1.6 allows local users to crash iccApplyNamedCmm with a malformed ICC profile. The CIccCombinedConnectionConditions constructor calls a member on a null CIccTagSpectralViewingConditions pointer when required PCC data is missing. Execution requires passing the crafted profile to the local command with -PCC; the demonstrated consequence is termination of that process.
