Forged Zalo webhooks via post-authentication rate limiting

Improper rate limiting in OpenClaw before 2026.3.12 allows remote attackers to brute-force Zalo webhook secrets via repeated requests. The Zalo webhook handler returns 401 for invalid secrets before recording the failed attempt, so repeated guesses never reach the 429 limit. Webhook mode and a guessable secret are required; a recovered secret permits forged Zalo webhook traffic, and this CVE is rejected as a duplicate.
